Read-only over the data pool. The budget governs content extraction and nothing else, and running out of it can never fail a run: it leaves a complete run in which the items not reached stay honestly unexamined, so running again with a fresh budget simply continues.

How deep to go is yours to say. Without --depth the project’s declared depth runs, which init --depth sets and the settings file holds; the run record states which depth was in force either way.
